FYI, Locking down GitHub repos in preparation for PRD

Just an FYI, I plan to lock down the GitHub security-spec and security-api repos shortly, so that I can ensure things don't change as I get ready to publish the PRD, and to ensure that all changes made after publication are reviewed/approved.
